Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • The President breakfasted with Republican Members of Congress elected for the first time to the 90th and 91st Congresses.
    • Ambassador Bogdan Crnobrnya of Yugoslavia met with the President at the White House.
    • The President has accepted the resignation of C. Douglas Dillon as a member of the General Advisory Committee of the United States Arms Control and Disarmament Agency, effective immediately.
    • The President has accepted the resignation of Louis W. Norris as a member of the National Council on the Humanities.

    Nominations Submitted to the Senate

    • ARTEMUS E. WEATHERBEE, of Maine, who was confirmed by the Senate September 1, 1970 as United States Director of the Asian Development Bank, to serve on the Bank with the rank of Ambassador.
    • EDWARD R. BECKER, of Pennsylvania, to be a United States District Judge for the Eastern District of Pennsylvania, vice a new position created under Public Law 91-272 approved June 2, 1970.
  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

    To ensure accuracy, remarks have been checked against audio recordings (when available) and signed documents have been checked against the original, unless otherwise noted. Editors have provided text notes and cross references for purposes of identification or clarity.

  • The Federal Register is the official daily publication for rules, proposed rules, and notices of federal agencies and organizations, as well as executive orders and other Presidential documents.

  • The Congressional Record is the official daily record of the debates and proceedings of the U.S. Congress.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 117. Draft Backchannel Message From the Under Secretary of State for Political Affairs (Johnson) to the Ambassador to Chile (Korry), Washington, September 24, 1970

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 777, Country Files, Latin America, Chile, 1970. Top Secret; Eyes Only. A notation at the top of the page reads, “Copy to Vaky—hard copy envelope copy Haig (?) file.” The message is in draft format, and there is no indication that it was sent. No other version was found. However, the comments made by Korry cited in Document 120 respond to it, suggesting that it was sent. Also at a meeting of the 40 Committee on September 24, Karamessines recorded, “there was discussion of Ambassador Korry’s response to the message sent yesterday and it was agreed around the table the response was inadequate and incomprehensible. Ambassador Johnson undertook to send a new message on his own.     • 241. Information Memorandum From the Director of the Bureau of International Scientific and Technological Affairs (Pollack) to Secretary of State Rogers, Washington, September 24, 1970

      Pollack informed Rogers that President of the Academy of Sciences of the Soviet Union Keldysh had invited U.S. specialists to visit Moscow to begin a dialogue on compatible docking equipment.

      The Senior Review Group discussed contingency press guidance for use if information regarding the submarine base at Cienfuegos became public.

In a September 25 memorandum to Rogers, Laird, Helms, and Moore, Kissinger provided press guidance and reported that the President mandated “rigid adherence” to such guidance, with “no backgrounding, comment, or speculation of any kind on this subject by U.S. spokesmen and officials.” (Ibid.)
