    Digest of Other White House Announcements

    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • The report of the President's Task Force on Model Cities was announced by the White House. The report is entitled "Model Cities: A Step Towards the New Federalism" (Government Printing Office; 20 pp.).
    • The White House announced that Dr. K. Wayne Smith has joined the staff of the National Security Council as Assistant for Programs, replacing Dr. Laurence E. Lynn, who will join the faculty of the Graduate School of Business at Stanford University.
    • The President met with officers of several small businessmen's organizations at the White House.

    • RORERT H. SCHNACKE, of California, to be a United States District Judge for the Northern District of California, vice George B. Harris, retired.
    • DONALD W. VANARTSDAEN, of Pennsylvania, to be a United States District Judge for the Eastern District of Pennsylvania, vice a new position created under P.L. 91-272 approved June 2, 1970.
    • GEORGE FIRANK MANSUR, JR., of Texas, to be Deputy Director of the Office of Telecommunications Policy (new position).
  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

    To ensure accuracy, remarks have been checked against audio recordings (when available) and signed documents have been checked against the original, unless otherwise noted. Editors have provided text notes and cross references for purposes of identification or clarity.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.   • The National Archives Catalog is the online portal to the records held at the National Archives, and information about those records. It is the main way of describing our holdings and also provides access to electronic records and digitized versions of our holdings.

    • 148. Volcker Group Paper, Washington, September 10, 1970

      Source: Washington National Records Center, Department of the Treasury, Volcker Group Masters: FRC 56 86 30, 1970, VG/LIM/70-1-VG/LIM/70. Confidential. Circulated to members of the Volcker Group under cover of a September 14 note from George Willis that indicated a shortened version of the paper was contemplated for use by the delegations in Brussels (G-10 Ministerial) and Copenhagen (IMF Annual Meeting). No shortened version was found. On August 7 Willis had circulated to members of the Group (VG/LIM/70-21) papers by Bergsten and Wonnacott advocating, respectively, the aggressive and low key approaches. (Ibid.) On August 28 Volcker had sent a copy of the Position Paper, dated August 26, to Secretary Kennedy for his approval, under cover of an August 28 memorandum indicating it had been thoroughly discussed in the Group where there was general agreement on the low key approach. (Ibid.) Volcker also told Kennedy he was sending copies to all members of the Group for concurrence, and did so on August 31. (Ibid.) There are no significant differences between the August 26 and the September 10 versions of the paper.

The meeting took place in the Situation Room of the White House. A typed note indicates this is Part II of the summary and minutes; Part I is the record of the WSAG discussion of the Middle East, which immediately preceded the discussion of Cambodia.

Holdridge sent this memorandum to Kissinger for his approval on September 14. Kissinger approved. The meeting took place at the White House prior to a 1:15 lunch attended by Kissinger, Nakasone, and others. The topics discussed at lunch included nuclear enrichment technology, the Middle East situation, Communist China, the Nixon Doctrine, and Japanese offshore oil.       A proposal for the President’s approval for a program to deter future hijacking of U.S. aircraft approved by the FAA, the airline industry, the appropriate departments and agencies including State and domestic and international airline organizations.

There is no indication that the President saw it, but on September 14, Laird wrote to Kissinger “pursuant to the decision of the President that we should provide military personnel on U.S. Flag air carriers, we propose to detail the necessary military personnel to the Department of Transportation.” Tab B was attached and is printed in Public Papers: Nixon, 1970, pp. 742-743.

    • 58. Telegram 1857 From the Mission to the United Nations to the Department of State, New York, September 10, 1970, 0014Z

      The telegram transmitted the text of a UN Security Council resolution that expressed grave concern about the hijackings.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
