The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. The group discussed chemical and biological weapons for 90 minutes. Over the course of the meeting, participants specified 7 changes to be made in reworking the IPMG paper—which included regrouping the issues into categories; clarifying the distinction between offensive and defensive R&Ds; outlining the arguments for and against informing the German Government on the deployment of chemical weapon stocks in Germany; specifying policy on the UK’s draft biological weapons convention; defining an adequate chemical weapons retaliatory capability; a discussion of the ratification of the Geneva Protocol; and the possibility of requiring a Presidential decision to use tear gas in conflicts other than Vietnam.

Foreign Minister Saalih Mas’uud Buwaysiir presented Ambassador Joseph Palmer with a note calling for discussions to terminate the American presence at Wheelus.

It was repeated Priority to London and to USCINCEUR, CO 16th AF TORREJON, CINCUSAFE, and CO 7272 FTW Wheelus AB. A translation of the note was sent to the Department in telegram 1133 from Benghazi, October 30. (Ibid.) Due to the distribution of Libyan ministries in several cities, the U.S. Embassy also had offices in Benghazi and Baida. According to an October 10 memorandum from Acting Secretary of State Richardson to Nixon, the exfiltration cases were incidents in which U.S. employees at the Wheelus base smuggled two Libyans out of the country. Ambassador Belcher provided his preliminary views on the salutary effects that the announcement of the Southern Peru Copper Company (SPCC) and International Telephone and Telegraph (IT&T) agreements would have on United States-Peruvian relations. The Ambassador concluded it might be necessary to reconsider NSSM 42—maintaining pressure on Peru while working with friendly governments in the region to ensure they do not lend support Peru in its conflict with the United States.
