The President's day began at The White House - Washington, D. C.

  • The Weekly Compilation of Presidential Documents made available transcripts of the President's news conferences; messages to Congress; public speeches, remarks, and statements; and other Presidential materials released by the White House.

Digitized versions can be found at HathiTrust.

  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

To ensure accuracy, remarks have been checked against audio recordings (when available) and signed documents have been checked against the original, unless otherwise noted. Editors have provided text notes and cross references for purposes of identification or clarity.

  • The Federal Register is the official daily publication for rules, proposed rules, and notices of federal agencies and organizations, as well as executive orders and other Presidential documents.

  • The Congressional Record is the official daily record of the debates and proceedings of the U.S. Congress.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. • 168. National Intelligence Estimate, Washington, October 28, 1971

Source: Central Intelligence Agency, Job 79R1012, NIC Files. Top Secret. According to a note on the covering sheet, the Central Intelligence Agency and intelligence organizations of the Departments of State and Defense, the NSA, and the AEC participated in the preparation of this estimate. All members of the USIB concurred with the estimate except for the representative from the FBI, who abstained on the grounds that the subject was outside his jurisdiction. Vol. XIX, Part 2, Japan, 1969-1972

    April-October 1971: Change and Reassessment

    • 103. Telegram From the Department of State to the Embassy in Japan, Washington, October 28, 1971, 1720Z

Source: National Archives, Nixon Presidential Materials, NSC Files, Box 537, Country Files, Far East, Japan, Vol. VI, October–December 31, 1971. Secret; Immediate; Nodis. Drafted by Herbert Levin, Politico-Military Officer for Japan; cleared in substance with Herz and Ericson, and by Special Assistant to the Secretary of State Peter Johnson, Miller, and Haig; and approved by Green. After receiving an earlier draft of this message, Holdridge sent a memorandum to Haig on October 27, noting: “The idea of the message originated with Secretary Rogers (although Under Secretary Johnson approved the State draft). The second paragraph of State’s draft is objectionable, I believe, because it pictures the PRC as a problem in the U.N. and could easily be interpreted by Peking, if leaked, as implying collusion between the U.S. and Japan as regards our approach to China. I have substituted language which would have the President take note of recent progress in removing frictions from our relationship and reaffirms the primary importance of the U.S.-Japan relationship in our Asian policy.” Haig approved Holdridge’s changes, which were included in the final version of the telegram sent to Tokyo. (Ibid.)

    • 232. Memorandum for the Presidentʼs File, Washington, October 28, 1971, 11:30 a.m.-12:45 p.m.

Source: National Archives, Nixon Presidential Materials, NSC Files, Box 1025, Presidential/HAK MemCons, The President and President Tito. Secret; Sensitive. The meeting was held in the Oval Office. A notation on the memorandum, which was drafted on November 1, reads “unsanitized.” The White House prepared two versions of the records of the conversations with Tito. According to an undated memorandum from Haig to Kissinger, attached to the source text, the “sanitized” version would be provided to the State Department and “relevant NSC staff members” on a “close hold basis.” The unsanitized version was sent to the Presidentʼs File. Kissinger approved distribution of the sanitized version to the Yugoslav Embassy. (Memorandum from Sonnenfeldt to Kissinger, November 16; ibid., Box 944, VIP Visits, Yugoslavia–Visit of Pres. Tito) Tito visited Washington October 28–30.

Vol. XXXIV, National Security Policy, 1969-1972

The Defense Budget and U.S. National Security Policy

    • 200. National Intelligence Estimate, Washington, October 28, 1971

Source: Central Intelligence Agency, NIC Files, Job 79–R01012A. Top Secret. The CIA and the intelligence organizations of the Departments of State and Defense, the AEC, and the NSA participated in the preparation of this estimate. The Director of Central Intelligence submitted this estimate with the concurrence of all members of the USIB with the exception of the representative of the FBI, who abstained on the grounds that the subject matter was outside his jurisdiction. The table of contents is not printed. The full text of this NIE is in the CIA FOIA Electronic Reading Room (www.foia.cia.gov).

Vol. E-2, Documents on Arms Control and Nonproliferation, 1969-1972

Conferences on Nuclear and World Disarmament and Soviet UN Initiative on Non-Use of Force

    • 337. Memorandum From Helmut Sonnenfeldt of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger), Washington, October 28, 1971

Sonnenfeldt briefed Kissinger on the Soviet UN Resolution on a World Disarmament Conference, noting that Under Secretary Irwin authorized the U.S. delegate to the UN to work with the Soviet UN delegation. He then attached a memorandum from Gerard Smith supporting the collaboration.

Source: National Archives, Nixon Presidential Materials, NSC Files, Box 302, Agency Files, U.S.U.N., Oct–Nov 1971, Vol. VIII, Pt. 4. Confidential. Sent for action. Sent through Haig. The attached draft resolution with amendments is not published. In the left hand margin of page one, Kissinger wrote, “Don’t want to minimize-wish to include,” and indicated that the phrase, “special responsibility,” in paragraph two, “should be deleted.” None of the options on page 2 is checked. An attached routing slip indicates that Sonnenfeldt “handled by phone,” and a handwritten note at the bottom of page one, initialed by Sonnenfeldt, states, “Leonard informed Nov. 1,” presumably a reference to James F. Leonard of ACDA.

    • 338. Telegram 199601 From the Department of State to the Mission to the United Nations, Washington, October 28, 1971

The telegram provided instructions to the U.S. delegation to the UN recommending that delegates investigate Soviet reaction to amending the Soviet draft resolution on a world disarmament conference.

Source: National Archives, RG 59, Central Files 1970–1973, DEF 18–3. Confidential; Immediate. It was repeated to USMission Geneva, USNATO, Bonn, London, Moscow, Ottawa, Paris, Rome, The Hague, Tokyo, and Hong Kong. Drafted by McCormack (ACDA/IR) and McIntyre and Armitage (IO/UNP); cleared by Leonard (ACDA/IR) and Garthoff (PM) and in substance in EUR/SOV (substance), EA/ACA (substance), and OSD/ISA (substance); and approved by De Palma of IO.
