The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. Drafted by Wickel. Under cover of a memorandum of October 27, Holdridge sent this memorandum of conversation and a draft Department of State telegram to Tokyo summarizing it for the Embassy’s benefit to Kissinger who approved both but wrote on the covering memorandum: “This was not to get to State without concurrence. Why did it?” On October 23, between 8–9 p.m., Haig made telephone calls to Wakaizumi, Flanigan, and Bergsten concerning preparations for the next day’s meeting between Nixon and Sato. Secret; Nodis. All brackets are in the original. The undated paper that this paper summarizes, “Addendum to Middle East Policy Options Paper,” is attached. At an October 26 NSC Senior Staff meeting, Kissinger commented that the paper was “loaded” and complained that “the option to carry out the existing Presidential commitment was not included.” He remarked further that the paper was “sloppy not only in its analysis but in its statement of alternative remedies” and “wondered if would not have been just as easy to draft a poor paper biased in one direction as in another.” (Memorandum for the record, October 26; Library of Congress, Manuscript Division, Kissinger Papers, Box CL–314, NSC Meetings)

Secretary of State Rogers and Indian Prime Minister Gandhi had a sharp exchange in New York growing out of the Indian reaction to the U.S. decision to supply additional arms to Pakistan.

In an October 26 letter to Keating, Schneider described the conversation between Gandhi and Rogers as “a very difficult one,” but he felt that the exchange was colored by the fact that both were tired at the end of a stressful day of meetings and speeches.
