The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. A stamped notation on the memorandum reads, “The President has seen.” Holdridge sent the memorandum to Kissinger under a November 18 covering memorandum and recommended that he sign it.

Under a November 25 covering memorandum, Holdridge forwarded this as an information memorandum to Kissinger. Kissinger initialed Holdridge’s November 25 memorandum, which summarized Eliot’s memorandum, and commented that the political impact within Japan of reductions in the U.S. military presence would be mixed: the firings of Japanese employees in rural areas would have negative effects, whereas the reduced number of bases would lessen the frictions produced by U.S. military involvement in Japan. The meeting was held in the White House Situation Room. In a memorandum for the record, November 25, Nutter and Morse summarized the meeting. They concluded: “The meeting was relatively short and seemed designed primarily to convey the message that we should go very slow on MBFR, for the time being at least.” (Ford Library, Laird Papers, Box 16, NATO, Vol. VI)

The telegram transmitted the final text of the UN General Assembly resolution commending the seabed arms control treaty.

Drafted by Rodes (ACDA/IR); cleared in IO/UNP, PM/DCA, and EA/IND; and approved by Day (ACDA/IR). The resolution, 2660 (XXV), passed on December 7, 1970, by a vote of 104 to 2, with 2 abstentions.

Attached but not published at Tab A is CIA Intelligence Information Cable TDCS 314/12113–70, November 20, which indicated that the FAR leader captured was Enrique Salazar Solórzano (a.k.a. “Antonio”), chief of FAR intelligence. CIA warned that repercussions from the guerrilla’s capture “may fall, at least in part, on North American personnel.” (Ibid.)
