    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • Governor Nelson A. Rockefeller of New York met with the President at the White House.
    • Senator-elect Lawton Chiles of Florida met with the President at the White House.
    • The President met with the bipartisan leadership of the Senate to discuss the proposed supplemental foreign assistance appropriation.

  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

    To ensure accuracy, remarks have been checked against audio recordings (when available) and signed documents have been checked against the original, unless otherwise noted. Editors have provided text notes and cross references for purposes of identification or clarity.

  • The Federal Register is the official daily publication for rules, proposed rules, and notices of federal agencies and organizations, as well as executive orders and other Presidential documents.

  • The Congressional Record is the official daily record of the debates and proceedings of the U.S. Congress.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.   • The National Archives Catalog is the online portal to the records held at the National Archives, and information about those records. It is the main way of describing our holdings and also provides access to electronic records and digitized versions of our holdings. 

    The Catalog searches across multiple National Archives resources at once, including archival descriptions, digitized and electronic records, authority records, and web pages from Archives.gov and the Presidential Libraries. The Catalog also allows users to contribute to digitized historical records through tagging and transcription.

    • 42. Memorandum of Conversation, Washington, November 18, 1970, 3:40 p.m.

      Source: National Archives, Nixon Presidential Materials, NSC Files, Agency Files, Box 195, AID 10/7/70-12/31/70. Confidential. There is no drafting information on the memorandum, which was transmitted to Kissinger under cover of a November 20 memorandum from Bergsten, along with two other memoranda of conversation covering the discussion of “US/Soviet Military Capabilities and their Political Consequences” and “The Cuba Situation.” According to the President’s Daily Diary, the meeting lasted until 4:33 p.m. (Ibid., White House Central Files)

    • 311. Memorandum From Secretary of State Rogers to President Nixon, Washington, November 18, 1970

      Source: National Archives, RG 59, Central Files 1970–73, UN 6 CHICOM. Secret; Exdis. Drafted November 17 by U. Alexis Johnson and Shoesmith and cleared by Winthrop G. Brown, De Palma, Ronald I. Spiers, and William I. Cargo. An attached memorandum from Rogers to Assistant Secretaries Green and De Palma, and to the Directors of the Bureau of Politico-Military Affairs and the Policy Planning Staff, dated November 18, authorized the Bureau of East Asian and Pacific Affairs to coordinate the policy review. Another attached memorandum from Deputy Assistant Secretary Winthrop G. Brown to Rogers, dated November 17, recommended the initiation of a Departmental review of U.S. China policy.

    • 314. Memorandum From John H. Holdridge and Richard T. Kennedy of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger), Washington, November 18, 1970

      Source: National Archives, Nixon Presidential Materials, NSC Files, Kissinger Office Files, Box 101, Backchannel Messages 1970, Indonesia, HAK/Sumitro 1970 [1 of 2]. Kissinger’s handwriting in the upper right-hand margin of the first page reads: “Discuss soonest. Why not smallNSC working group on model of VSSG (Vietnam Special Study Group) task force.” A note attached to the first page reads: “Xeroxed comeback copy sent to Holdridge/Kennedy 11/27 for action.” In a memorandum to Kissinger, November 30, Holdridge stated that he, Kennedy, and Dr. Wayne Smith had agreed that the NSC should not become involved directly in the group sent to Indonesia, “but rather leave this to the bureaucrats to determine and staff through the NSC process.” (Ibid.) Kissinger initialed his approval of this idea on a November 10 memorandum from Herbert Levin. (Ibid.)

    • 39. Memorandum Prepared in the Central Intelligence Agency, Washington, November 18, 1970

      Summary: This memorandum, titled “Report on CIA Chilean Task Force Activities, 15 September to 3 November 1970,” examined the degree of success achieved by the various covert actions taken to prevent Allende’s ascent to the Chilean Presidency between the Presidential election in September and November 3.

The memorandum is attached to an undated memorandum from Helms to Kissinger, in which Helms suggested “that it does have some current relevancy in terms of the kind of operational milieu Chile really is. For that reason, you may wish to pass it on to the President.” A December 2 covering memorandum from Haig to Kissinger recommended that it be filed.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.

  • The White House Photo Office collection consists of photographic coverage of President Richard Nixon meeting with prominent social, political, and cultural personalities; speaking engagements and news conferences of the President and various high-ranking members of the White House staff and Cabinet; Presidential domestic and foreign travel, including Presidential vacations; social events and entertainment involving the First Family, including entertainers present; official portraits of the President, First Family, and high-ranking members of the Nixon administration; the 1969 and 1973 Inaugurals; the President’s 1972 Presidential election campaign appearances (including speeches) and other official activities of the White House staff and the President’s Cabinet from January 20, 1969 until August 9, 1974 at the White House and the Old Executive Office Building; other locations in Washington, DC, such as The Mall; and the Presidential retreats in Camp David, Maryland, Key Biscayne, Florida, and San Clemente, California.
