- The President presided over the first meeting of the Council for Rural Affairs.
- Manlio Brosio, Secretary General of the North Atlantic Treaty Organization, met with the President at the White House.
- The President transmitted to the Congress the 20th semiannual report of the National Aeronautics and Space Administration [Government Printing Office, 234 pp.].
- The President today announced his intention to nominate Dr. Jesse L. Steinfeld to be Surgeon General of the Public Health Service.
- The President today announced the appointment of Rene J. Dubos, A. Wesley Hodge, Tom McCall, Willard
- F. Rockwell, Jr., Lelan F. Sillin, Jr., and Thaddeus F. Walkowicz as members of the Citizens' Advisory Committee on Environmental Quality.
- The President has invited the Governors of the 50 States to come to Washington on December 3 for discussions on the narcotics problem and on foreign policy. The Governors and Governors-elect have been invited to bring their wives and teen-age or older children, who will be briefed on narcotics and on volunteerism.
- The President telephoned Cmdr. Charles Conrad, Jr., Commander of the Apollo 12 mission, to wish the crew good luck on the eve of the launch.

The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. Kissinger responded to Yost that the National Security Council would discuss the issue on November 19 and that Yost would be given policy guidance on the 1925 Protocol and other CBW issues shortly thereafter.

Peru

National Security Council staff member Vaky summarized a CIA report that outlined President Velasco’s observations of Peru’s attitude toward the United States and the USSR. The report summarized four key points of Velasco’s perception of Peru’s relationship with both nations and his opinions on the Peruvian investigation of a U.S. citizen who had worked for CIA and had run private security firms in Lima.
