  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.       Source: Central Intelligence Agency, NIC Files, Job 79–R01012A, Box 418. Secret. The Central Intelligence Agency and the intelligence organizations of the Departments of State and Defense and NSA participated in the preparation of this estimate. The Director of CIA submitted it with the concurrence of all members of the USIB with the exception of the AEC and the FBI who abstained on the grounds that it was outside their jurisdiction.       Text of the “Treaty on the Prohibition of the Emplacement of Nuclear Weapons and Other Weapons of Mass Destruction on the Sea-Bed and the Ocean Floor and in the Subsoil Thereof,” opened on this day for signature in Washington, London, and Moscow.

      Source: Documents on Disarmament, 1971, pp. 7–11. No classification marking. For text of President Nixon’s remarks at the signing ceremony on February 11, see Public Papers: Nixon, 1971, pp. 150–151. The treaty was approved by the U.S. Senate on February 15, 1972, by a vote of 83 to 0, and ratified by the President on April 26, 1972. It entered into force on May 18, 1972.

    • 214. Memorandum From Secretary of State Rogers to President Nixon, Washington, February 11, 1971

      Rogers discussed the possibilities for the Senate ratification of the Geneva Protocol and, in light of his upcoming testimony in front of the Senate Foreign Relations Committee, asked the President to order an immediate phase out of the use of chemical herbicides in Vietnam.

      The Department of State instructed Ambassador Belcher to inform the Peruvian Government that the United States would show restraint in applying sanctions if Peru did not seize U.S. fishing boats.
