Abstract

The Presidential Historical materials of Lawrence M. (Larry) Higby are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations. In accordance with the Act and agency regulations, archivists reviewed the file group to identify personal and private materials and non-historical items. These items have been returned.

 

Materials covered by the Act have been archivally processed and are described in this register. Items that are security classified or otherwise restricted under the Act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item.

Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Biographical Note

Lawrence M. Higby was born in Southern California in 1947. After receiving a political science degree from the University of California at Los Angeles, Mr. Higby joined the presidential campaign of Richard Nixon. He served as the Deputy Assistant to the President, specifically working under H.R. Haldeman in the Chief of Staff’s office from 1969 to the spring of 1973. After the resignation of H.R. Haldeman, Mr. Higby moved to the Office of Management and Budget working with Deputy Director Frederic Malek.

After the Nixon administration, Mr. Higby worked in various roles for PepsiCo, Unocal and the Times Mirror Company. In 2002 Mr. Higby became the Chief Operating Officer of the Apria Healthcare Group, where he remained until his retirement in 2008.

Scope and Content Note

The materials of Lawrence M. (Larry) Higby cover the period from 1968 to 1974 when Mr. Higby served as assistant to Chief of Staff H.R. Haldeman and assistant to Deputy Director of the Office of Management and Budget Frederic Malek. The materials are arranged into two series, chronological files and subject files.

The chronological files series contains correspondence between Mr. Higby and H.R. Haldeman, Alexander Haig (who replaced Mr. Haldeman as Chief of Staff in May of 1973), Fred Malek, OMB Director Roy Ash, and various administration personnel. Also within this series are files relating to the 1972 presidential campaign and post-election analysis.

The subject files series contains memorandum and reports primarily relating to Mr. Higby’s work in the Office of Management and Budget, specifically the organizing and assisting of Mr. Malek. Materials within this series also include drafts and memorandum relating to the State of the Union in 1974, and memorandum regarding the reorganization of the White House after the 1972 election and the chief of staff’s office after the resignation of H.R. Haldeman in the spring of 1973.
