The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House.   Source: Library of Congress, Manuscript Division, Kissinger Papers, Box CL 426, Subject File, Background Briefings. No classification marking. The briefing—the last of four such regional briefings before the mid-term elections—was held in the Hartford Hilton Hotel for selected “Northeastern editors and broadcasters.” In a memorandum to the President on October 8, Herbert Klein, White House Director of Communications, explained: “Emphasis in the selection of editors and broadcasters has been placed on the states in which there are key Senate races although other states are included that the list not look overly political.” (National Archives, Nixon Presidential Materials, White House Central Files, President’s Daily Diary) The President’s remarks, delivered on “deep background, not attributable in any way,” and “strictly embargoed” until 6 p.m. on October 13, were apparently transcribed by the Office of the White House Press Secretary.

  Nutter recommended that Laird attempt to dissuade the Shah from buying a last increment of F–4s but approve an Export-Import bank proposal to offer Iran $120 million in credit.

  President’s Assistant for National Security Affairs Kissinger summarized a memorandum by Secretary of State Rogers in which he discussed options for earthquake aid to Peru. Kissinger recommended a specific amount of approximately $100 million dollars to be distributed over three years. President Nixon, however, approved Rogers’s recommendation of assistance on a case-by-case basis.

Nixon approved Rogers’s recommendation on October 19. Tab A, a September 8 memorandum from Rogers to the President, has not been found. Tab B is printed as Document 616. Nixon wrote “I agree” in the left-hand margin next to the sentence that begins “A personal message from you might draw adverse…” Next to the last paragraph, the recommendation, Nixon wrote “No” in the right-hand margin and wrote, “I want to give Velasco just as little as we can—in specifics—He is using the earthquake to build his socialist state.”

The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
