    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • A report by the 22 Congressmen who recently visited 50 college campuses throughout the country was sent to the White House. Representatives William E. Brock 3d of Tennessee, Louis Frey, Jr., of Florida, William A. Steiger of Wisconsin, George Bush of Texas, Edward G. Biester, Jr., of Pennsylvania, and Donald W. Riegle, Jr., of Michigan, met with the President at the White House to discuss the report.
    • Nagla Hilmi, a 14-year-old girl from the United Arab Republic whose father was a pilot for President Nixon during his private visit to Egypt in 1965, will call on the President at the White House on June 23. Her father was killed in the 6-day war in 1967.
    • The President has asked Rosel H. Hyde to remain as Chairman of the Federal Communications Commission until a replacement has been designated and confirmed. Governor Louie Nunn of Kentucky paid a courtesy call on the President at the White House.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 19. Minutes of a National Security Council Meeting , Washington, June 18, 1969

According to the President’s Daily Diary, the meeting was held in the Cabinet Room of the White House from 10:14 a.m. to 12:48 p.m. (Ibid., White House Central Files) Among the briefing materials he sent to Nixon on June 17, Kissinger included a summary of Presidential decisions that he recommended should result from the meeting. These included obtaining NSC endorsement of the four criteria of strategic sufficiency presented in the NSC Staff paper “U.S. Strategic Posture: Basic Issues” (see footnote 2, Document 12). The paper listed four conditions that defined strategic sufficiency “maintain high confidence that our second strike capability is sufficient to deter an all-out Soviet surprise attack on our strategic forces; maintain forces to insure that the Soviet Union would have no incentive to strike the United States first in a crisis; maintain the capability to deny to the Soviet Union the ability to cause significantly more deaths and industrial damage in the United States in a nuclear war than they themselves would suffer; and, deploy defenses which limit damage from small attacks or accidental launches to a low level” (see Document 34, Foreign Relations, 1969–1976, volume XXXIV, National Security Policy, 1969–1972).       The Department transmitted Fergusonʼs June 18 press release in which he stated that there was agreement by the FMG and Biafran authorities to a surface corridor up the Cross River and that the ICRC had undertaken to manage the new relief arrangement.

    The Horn

    • 270. Airgram A–194 From the Embassy in Ethiopia to the Department of State, Addis Ababa, June 18, 1969

      Entitled “An Assessment of the Eritrean Liberation Front,” (ELF) the airgram concluded that there was no indication the ELF intended to attack Kagnew though it was a possibility. The United States should consider reductions in Kagnew personnel and land tracts. Three policy alternatives were presented, but only alternative A, status quo with reductions, was considered feasible.
