Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. Top Secret; Sensitive; Exclusively Eyes Only. Haig used the following pseudonyms in the message: the “friend” is Vorontsov; the “messenger” is Dobrynin. Kissinger later recalled that he was in Bangkok when Haig telephoned Lord at 3 a.m. to deliver the news, “speaking in double-talk (which an illiterate child could have deciphered).” (Kissinger, White House Years, p. 835) Kissinger’s recollection, however, is evidently in error on the issue of when Haig called Lord. Although no record of the conversation has been found, Haig could not have called Lord before delivery of the Soviet note in Washington at 5:15 p.m., or 5:15 a.m. (July 6), Bangkok time. Haig, on the other hand, may have called Lord before drafting this message to Kissinger, which was sent on July 6 at 3:33 a.m. GMT, or 9:33 a.m., Bangkok time.

According to the President’s Daily Diary, Nixon met Haig in the Oval Office on July 6 from 11:26 to 11:45 a.m. The two men left the White House at 12:20 p.m., EDT, and, after a stop in Kansas City, Missouri for a briefing of Midwestern media representatives, arrived in San Clemente at 6:46 p.m., PDT.       President’s Assistant for National Security Affairs Kissinger reviewed the pros and cons of disestablishing Southcom and recommended that the President disapprove such action.

A stamped notation on the first page indicates the President saw it. In the fifth paragraph, Nixon circled the words “disestablishment” and “improve” and put a question mark in the margin. Nixon initialed the disapprove option, and lined through the other options. The memorandum at Tab B is printed as Document 39. In a July 20 memorandum, Kissinger communicated the President’s decision to Laird, while indicating that Nixon would welcome recommendations “to make the Command more effective in carrying out essential Department of Defense programs in the Latin American area.” (Ibid.)

      The Committee discussed the usefulness and potential problems of covert aid to the opposition to President Torres, in particular to the MNR. The Committee decided to wait for Ambassador Siracusa’s thoughts on such assistance before acting.

In an attached covering memorandum from Jessup to Kennedy, Kennedy informed Jessup that he would pass the minutes on to Nachmanoff and Kissinger. Siracusa’s views are in Document 106. The State Department paper was not found.

      Ambassador Burns discussed the progress on the impasse over fishing. He argued that lifting the Foreign Military Sales (FMS) ban on Ecuador could lead to four-party talks among Chile, Ecuador, Peru, and the United States, to resolve the fishing dispute.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.

  • The White House Tapes are sound recordings of President Richard Nixon's telephone conversations and of meetings held in the Oval Office and the Cabinet Room in the White House, the President's office in the Old Executive Office Building (OEOB), the Lincoln Sitting Room in the residence section of the White House, and several locations at the Presidential retreat at Camp David, Maryland. These recordings document many of the major events and decisions of the Nixon Administration from February 16, 1971 to July 18, 1973.
