    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • The Council of Economic Advisers released its second Inflation Alert.
    • The President today announced his decision to appoint Clark MacGregor of Minnesota as Counsel to the President for Congressional Relations. Mr. MacGregor will assume his responsibilities early in January 1971.
  • The Federal Register is the official daily publication for rules, proposed rules, and notices of federal agencies and organizations, as well as executive orders and other Presidential documents.

  • The Congressional Record is the official daily record of the debates and proceedings of the U.S. Congress.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 80. Memorandum From the President’s Assistant for National Security Affairs (Kissinger) to President Nixon, Washington, December 1, 1970

      Source: National Security Council, Nixon Intelligence Files, Subject Files, Vietnam, Apr 1970–24 Dec 1970. Secret; Sensitive; Eyes Only. Sent for action. Attached but not printed is a memorandum from Haig to Chapin, November 27, asking him to revise an earlier draft to include a requirement that CIA develop plans for deeper operations, even though the Defense Department was responsible for operations beyond 30 kilometers. On November 30, Chapin wrote on the memorandum that CIA “accepts this as an entirely reasonable request.”

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 714, Country Files, Europe, USSR, Vol. XI. Confidential. Sent for information. According to an attached note, the President saw the memorandum on December 10. Sonnenfeldt forwarded the memorandum, with FBIS summaries of Brezhnev’s speech attached, to Kissinger on November 30 and noted: “Attached (Tab A) is the analysis you requested for the President of Brezhnev’s recent speech. While the speech is not all that exciting, there are interesting nuances on the Middle East and Berlin. But perhaps the most interesting point is the fact that Brezhnev continued to limit major comment on the US to the context of Vietnam and to a few bromides on imperialism.” (Ibid.)

    • 139. Memorandum Prepared by the National Security Council Staff, Washington, December 1, 1970

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 690, Country Files, Europe, Germany (Berlin), Vol. II. Secret. No drafting information appears on the memorandum. Sonnenfeldt forwarded it as an attachment to a December 1 memorandum to Kissinger. Noting that the meeting on November 23 had been “particularly unproductive,” Sonnenfeldt wrote that the meeting scheduled for December 10 “should provide us with a better basis to assess where things stand.” Kissinger initialed this memorandum indicating that he had seen it.

    • 102. Telegram 5142 From the Embassy in Iran to the Department of State, Tehran, December 1, 1970, 0955Z

      Ambassador MacArthur notified the Department that the previous evening, he and his wife had been the victims of an abduction or assassination attempt that would not be publicized.

      The Senior Review Group (SRG) discussed the NSSM 67 study for the purpose of preparing a memorandum to the President Nixon on the matter.

The meeting took place in the White House Situation Room. An Analytical Summary of the IG paper, with Kissinger’s handwriting in the margins, dated November 3, is ibid. On December 8, Kissinger requested the IG complete a study of U.S. military groups in Latin America by December 23, 1970.     Dominican Republic

    • 287. Telegram 3140 From the Embassy in the Dominican Republic to the Department of State, December 1, 1970, 1845Z., December 1, 1970, 1845Z

      The Embassy recommended continued support for the Dominican Police Division of Special Operations (DSO) through the end of FY1972 since it was the only security force capable of coping with the initial stages of a potential rural-based subversive threat.

In telegram 201095 to Santo Domingo, December 10, the Department responded that AID funding for the DSO would continue in FY1972, but that it would be phased out and replaced by GODR funding. (Ibid.) In telegram 1969 from Santo Domingo, May 26, 1971, the Embassy reported that AID had phased-down police assistance and would eventually phase out such assistance entirely.   • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
