ST (States-Territories) (White House Central Files: Subject Files)

This subject category is composed of documents pertaining to individual states and territorial possessions of the United States. Included are letters, memoranda, telegrams, lists, schedules, clippings, reports, and printed material. Frequent correspondents include Tod R. Hullin, Dwight L. Chapin, John D. Ehrlichman, Robert H. The material is arranged in three groups of folders. The first group of material, coded ST, contains documents pertaining to the states and territories in general. They are followed by the second and largest group of folders, coded ST 1 through ST 50, which contain documents pertaining to individual states. These folders are arranged in alphabetical order according to the name of the state, beginning with Alabama (ST 1), and ending with Wyoming (ST 50). The third and final group of folders contains documents pertaining to territorial possessions. Documents pertaining to island territories in general are grouped in folders coded ST 51. They are followed by folders for Guam (ST 51-1), Puerto Rico (ST 51-2), Ryukyu (ST 51-3), and the Virgin Islands (ST 51-4).

The documents constitute essentially a cross-reference file from other subject categories. As such, they touch upon many different topics but provide only incomplete coverage of any particular topic. However, some topics, scattered throughout the different sub-categories, stand out as being covered more completely than others. For those sub-categories, descriptions are presented, but for those sub-categories lacking significant topical coverage, only titles are listed.

ST STATES-TERRITORIES

This category consists of correspondence and other documents pertaining to the federal government's relationship with state, county, and municipal governments expressed in the concept "New Federalism." Much of the material deals with such aspects of intergovernmental relations as revenue sharing, interaction with state governors and legislators, energy policy, and economic adjustment assistance.

The dominant theme in this category is intergovernmental relations expressed in the concept "New Federalism," which refers to the administration's domestic policy objective of the federal system. Documents pertain to such aspects of the "New Federalism" as cooperation between the Department of Transportation and local government officials, the Intergovernmental Personnel Act, state authority over atomic energy, state governors' authority over VISTA programs, administrative responsibility for communication with state and local government officials, state and local government participation in auditing federal grant programs, actions of cabinet departments to improve communication with state and local governments, revenue sharing, and meetings with governors and legislators.

The most extensively covered topics are drought conditions in the Southwest, adequacy of New England fuel and heating oil supplies, and economic assistance to Appalachia.

Included is correspondence pertaining to revenue sharing for coastal states and to the Coastal Zone Management Act of 1972.

This sub-category consists principally of correspondence dealing with the adequacy of petroleum-based fuel supplies.
