These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

This court was established on February 25, 1855 (10 Stat. 612; 28 U.S.C. 171), and its jurisdiction is set forth in 28 U.S.C. 1491-1506. The court has original jurisdiction to render judgment upon any claim against the United States founded upon the Constitution, upon any act of Congress, upon any regulation of executive department, upon any expressed or implied contracts with the United States, and for liquidated or unliquidated damages in case not sounding in tort. The court also has jurisdiction over other specific types of claims against the United States, foremost of which is jurisdiction to render judgment for reasonable and entire compensation in cases where the United States in its governmental capacity had manufactured or used as invention covered by a patent without the license of its owner. Judgments of the court are final and conclusive on both the private citizen and the United States unless reviewed by the Supreme Court on writ of certiorari.
The subject category is composed of correspondence, memorandums, press releases, and personnel actions. Primary correspondents include the President, Attorney General, William Timmons, John D. Ehrlichman and other Senior White House Staff Member. Topics include the nomination, recommendation, appointment, resignation and retirement of those who served on the United States Court of Claims.
The Executive files typically contain communications among White House staff members and with heads of agencies, members of Congress and other important correspondents. Although General file material overlaps in type with that of the Executive files - most notably in that both files usually contain exchanges with members of Congress - it is more likely to be composed primarily of communications with state and local officials, representatives of concerned organizations, and the general public.
