These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

After the assassinations of Martin Luther King, Jr. and Robert Kennedy, President Johnson established the National Commission on the Causes and Prevention of Violence (NCCPV) by Executive Order No. 11412 (June 10, 1968). Dr. Milton S. Eisenhower served as chairman in addition to twelve other members. The order called for the termination of the commission one year from the date of its creation, but President Nixon extended the commission’s life with Executive Order No. 11469 (May 23, 1969): “The Commission shall terminate thirty days following the submission of its final report or on December 10, 1969, or whichever is earlier.”
The Executive Order mandated the Commission “to investigate and make recommendations with respect to: (a) the causes and prevention of lawless acts of violence in our society, including assassination, murder, and assault; and (b) the causes and prevention of disrespect for law and order, of disrespect for public officials, and of violent disruptions of public order by individuals and groups.” The Commission divided its research work into seven basic areas of detailed inquiry or task forces: Task Force on Assassination; Task Force on Group Violence; Task Force on Individual Acts of Violence; Task Force on Law and Law Enforcement; Task Force on the Media; Task Force on Firearms; Task Force on American History and Character.
The records consist of correspondence, memoranda, and publications of the Commission, dating from 1969 to 1970. The records primarily cover two topics: the extension of the life of the Commission and the Administration’s reaction to the Commission’s reports. Primary correspondents include the President and the following White House staff members: Dwight Chapin, Kenneth Cole, John Ehrlichman, Tod Hullin, Herbert Klein, Egil (Bud) Krogh, John Mitchell, and Daniel Moynihan. Correspondence from Milton Eisenhower and James Campbell of the Commission is also included. The terms Executive and General are used before the code FG 168 generally to determine the source of the materials. Items designated Executive are communications among national, foreign, state and local governments and their agencies, Members of Congress, and other prominent people. Items designated General are communications between Government officials and private citizens, institutions, and other private interests.
