FG 159 (National Advisory Council on Education Professions Development) (White House Central Files: Subject Files)

Abstract

These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organizational Note

The National Advisory Council on Education Professions Development (NAS/EPD) was established June 29, 1967, by P. L. 89-329, the Higher Education Act of 1965. P. L. 90-35 merged the functions of the Advisory Council on Quality Teacher Preparation with the National Advisory Council on Education Professions Development. The Council is a public advisory council of the Office of Education, Department of Health, Education, and Welfare. The Council was terminated September 30, 1976.

The Council advises the Secretary of Health, Education, and Welfare and the Commissioner of Education with respect to policy matters arising in the administration of Title V of the Higher Education Act and any other matters relating to the purposes of this title. The Council reviewed educational personnel and evaluated their effectiveness in meeting needs for additional educational personnel and in achieving improved quality in training programs as evidenced in the competency of the persons receiving such training when entering positions in the field of education.

The Council consists of nine members appointed by the President for overlapping terms of three years. The Council included persons broadly representative of the field of education, the arts, the sciences, the humanities and of the general public; a majority of the members were engaged in teaching or in the education of teachers.

Scope and Content Note

The records consist of correspondence, memorandums, orders and annual reports. Primary correspondents include the President, Daniel P. Moynihan, James Cavanaugh, Fred Malek, Daniel T. Kingsley, Alexander Haig, Robert Finch, Charles B. Wilkinson, Dwight Chapin, and William Timmons. There is correspondence with Laurence D. Haskew and Mary W. Rieke, Chairman of the National Advisory Council.

The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 159 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
