FG 112 (Export-Import Bank of the United States) (White House Central Files: Subject Files)

Abstract

These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organizational Note

The Export-Import Bank of Washington was authorized in 1934 as a corporation organized under the laws of the District of Columbia (Executive Order 6581, February 2, 1934). The Bank was continued as an agency of the United States by acts of Congress in 1935, 1937, 1939, and 1940. It was made an independent agency of the Government by the Export-Import Bank Act of 1945 (Stat. 516; 12 U.S.C. 635), subsequently amended in 1947 to reincorporate the Bank under Federal charter. The name was changed to Export-Import Bank of the United States by the act of March 13, 1968 (2 Stat. 47).

The Export-Import Bank, as amended, provides for a five-man Board of Directors consisting of the President of the Export-Import Bank who serves as chairman, the First Vice President who serves as Vice President, and three addition Directors appointed by the President of the United States by and with the advice and consent of the Senate. Of the five members of the Board, not more than three may be members of any one political party.

The Bank is authorized to have outstanding at any one-time dollar loans, guarantees, and insurance in an aggregate amount not more than $13.5 billion. The Bank is also authorized to have a capital stock of $1 billion and to borrow from the United States Treasury on its own obligations up to not more than $6 billion outstanding at any one time.

The purpose of the bank is to aid in financing and to facilitate exports and imports and exchange of commodities between the United States or any of its Territories or insular possession and any foreign country or the agencies or nationals thereof.  The Export-Import Bank Act of 1945, as amended, expresses the policy of the Congress that the Bank should supplement and encourage and not compete with private capitals; that loans should gnarly be for specific purposes and offer reasonable assurance of repayment; and that in authorizing loans account should be taken of the possible adverse effects upon the United States economy.

Laird, Ann Armstrong, Herbert Stein, George P. Shultz, Jerry H. Jones, Daniel Kingsley, Paul Volcker, Richard K. Cook, Robert Ellsworth and Henry Kearns, Chairman of the Export-Import Bank.

The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 112 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
